The new tier-three system sees 99 per cent of the country placed in the two highest levels of restrictions, with West Yorkshire in Tier 3. Non essential shops, gyms and personal care services across England will be able to reopen, even in Tier 3 areas. Weddings and outdoor sports will be able to resume and the restriction limiting people to meeting one person from another household in outdoor spaces will end with a return to the rule of six. The tiers will be reviewed on December 16 and Leeds City Council will make the case for the city to move down to Tier 2 measures, as the infection rate falls across the city. But for at least the next two weeks, many businesses across the city will be forced to remain closed under Tier 3 measures. Which businesses will close under the new Tier 3? Under the new system, hospitality venues in Leeds are not allowed to open to customers, except for takeaway and delivery. This includes: - bars - restaurants - pubs - cafes - shisha venues Accommodation such as hotels, B&Bs, campsites and guest houses must close. There are several exemptions, such as for those who use these venues as their main residence, and those requiring the venues where it is reasonably necessary for work or education and training -> Leeds pubs and bars react as new Tier 3 rule means they can't open to customers Leisure and sports facilities including gyms may continue to stay open, but saunas and steam rooms should close.
