e information – Cardigan Triangle, Far Headingley, Headingley Network, Kirkstall Village, Moor Parks, North Hyde Park, South Headingley & Turnways. We'd be pleased if other associations joined us. Everyone is invited to send us any news that matters to Headingley. Headway is an initiative of Leeds HMO Lobby, the collective campaigning for local housing balance.
Here's how it works: Latest news is published on an ongoing basis on the Headingley Community website. The printed version of Headway comes out every quarter. Anyone is welcome to send us items for either or both of these. Anyone is welcome to be on the mailing list. Let us know if you are online, and we can deliver Headway by email.
Summer in the City, 2007
Local residents celebrate their communities!July: KIRKSTALL FESTIVAL, Kirkstall Abbey, Saturday 14 July 2007Don't forget, put it in your diary now, Saturday 14 July is the 27th annual Kirkstall Festival held in the beautiful
grounds of Kirkstall Abbey. We have a full day packed with entertainment starting at around 11am. Our main attraction this year is "Jousting". Try and watch the Parade led by a fantastic Pipe Band as it makes its way to the Abbey, we set off from Hesketh Road at 12 noon and make our way along Park Mount, down Station Parade turning right up Morris Lane, left down Abbey Walk, left on to the A65, then turn right into the Abbey grounds right up to the Main stage arriving at 12.55pm for the official opening of the Festival. Do try to attend the Festival church service in the Nave at 4.15pm, this year the welcome led by Revd Christopher Cornwell,
Area Dean of Headingley. There really is something for everyone this year; I do hope you can be with us.

August: UNITY DAY, Woodhouse Moor, Saturday 4 August 2007Our annual community event takes place on Saturday 4 August. This is a chance for the residents of Hyde Park to work together as volunteers and pool their skills and ideas to produce an event which showcases the talent of our varied and vibrant community. The event begins at 12 noon and finishes at
11pm. As well as music ranging from break dance to rock, there will be a children's area, a football competition, refreshment stalls and stalls selling new and used goods.
From the information and community stalls you will be able to find out about plans in Hyde Park,
such as what is going to happen to the Royal Park School building and the development of the Leeds Girls High School site.

September: CELEBRATE HEADINGLEY, Central Headingley, Sat-Sun 8-9 September 2007Residents of Headingley will get together again on 8 and 9 September to celebrate the fact that we live here. You can meet friends, make new ones, enjoy the good things about our lovely but threatened neighbourhood. We kick off in style on Friday with poets in Citrus. On Saturday we have the brass band playing at the Deli Market, tombola and children's events in the Community Centre. All day there will be a Craft and Art Market in the Methodist Hall, with cream teas after lunch, accompanied by bingo... In St Michael's Hall will be a Youth Bands Thrash, and later in the evening a ceilidh for all the family. On Sunday there will be a barbecue at the New Headingley Club with live music. Interesting activities for children and adults will take place in Headingley Library. Other events will be added, look out for the programme.

Headway #21, July 2007 page 2Neighbourhood Restoration
In the last Headway, we reported on the Area Committee's commitment to a new vision for Inner NW Leeds. Moves have been made towards realising this vision. On the planning side, the planning Group is to put
together proposals for an Area Action Plan for Inner NW, to go to the next Area Committee.
On the housing side, the Area Committee has set up a Housing Strategy Group, and this
Group, working with Headingley Development Trust, organised a Seminar on housing in the Area of Housing Mix. On 18 June, leading figures from the Council, from housing associations, from local agents & developers,
and from the university, met to look at current housing policy, research on current developments in the local housing market, and to consider ways to increase affordable housing and greater mix in our area. The outcomes will now be fed into plans for a local Housing Strategy.
Leeds University StrategiesThe University of Leeds has launched its new Community Strategy for Inner North West Leeds, alongside
its Housing Strategy update and re-launch of the Neighbourhood Helpline.
At its inaugural Community and Housing Forum on 26 June, key stakeholders from the local community met with University staff to find out more about the documents and the future of our community engagement. The strategies are endorsed by Leeds University Union and will be delivered in partnership with other organisations
including the District Partnership, Primary Care Trust, the Police and of course the community.

The University is seeking to develop a stronger communication with the local community
through a genuine, open, two-way dialogue. The Community and Housing Strategies will be
dynamic and flexible to meet emerging priorities, policies and best practice.

Local DevelopmentsTwo major developments are under way, which will impact on local communities.
* Leeds Met has said it supports the Shared Housing Action Plan which aims to reduce the numbers of students in the Area of Housing Mix. But this hasn't stopped the Met applying to build accommodation for nearly 500 students at Beckett's Park. Local residents and councillors spoke out against the proposal at the Council's Plans Panel on 14 June. It will increase foot traffic in through residences, it will increase parking, and it will increase even more the number of students. The Panel deferred a decision, asking for more information.
* Meanwhile, consultations unfold on the Leeds Girls High School sites in Headingley. A draft Development Brief has been published for consultation. The proposal is entirely residential, and undertakes to exclude students.But a public meeting of over a hundred residents from a wide area on 21 June rejected the plans.
Residents are concerned especially about the loss of protected green space, and also about the provision of affordable housing.
Neighbourhood Design StatementThe Inner NW Area Committee has commissioned Headingley Development Trust to produce a Neighbourhood Design Statement (NDS) for Headingley and Hyde Park (between Woodhouse Moor and Shaw
Lane), which is a description of the environment of the area, intended to help
guide planning decisions on developments in the Neighbourhood. There is already a NDS for
Far Headingley. The Trust has appointed a Consultant and set up a Steering Group, with representatives of all the local community associations concerned – Cardigan Triangle,
Headingley Network, NHPNA, SHCA andTurnways. The whole process will get under
way in the autumn, beginning with a Launch Event on 15 September, and a 'Survey of
Neighbours.' Look out for details. If you live in the Neighbourhood and want to be involved,

* HEART Headingley Enterprise and Arts Centre is gathering speed, with some very positive recent developments. We have a meeting with Council officers in early July at which we have to present our final proposal and report back on our success with raising the funds. Based on this a report from them and a proposal on the disposal of the school will go to Council's Executive Board in
August. The Council is already impressed by our growing
membership – but will be even more impressed if we double that before our meeting with them in July. The size of our membership is very visible evidence of the weight of community support behind this project. HDT has already made a difference with the development of the Deli-Market (see back page] – just imagine what a community owned asset like HEART will do for the centre of Headingley. What better way to bring the heart back into Headingley!

Natural Food StoreThe community buy-out of the Natural Food Store is proceeding apace. There has been great enthusiasm for the venture from customers in Headingley and across Leeds. Housing in HeadingleyOne of the Trust's major concerns is to help re-balance housing in Headingley. « The Trust's HeadingleyHomes initiative is available for those who have to leave Headingley – see back page. « The
Trust is working with a local housing association and with local developers to set up a Community Land Trust to provide
Affordable Housing for our area. « The Trust has worked with the Area Committee on a Seminar to prepare a Housing Strategy for the Area of Housing Mix (see page 2].

National Developments Effective action locally largely depends on the powers given to the Council by Westminster.
The National HMO Lobby, which brings together residents in university and other towns
affected by concentrations of shared housing (HMOs), has been actively lobbying the government – which has agreed to look again at local planning powers.
* Meanwhile, the National Union of Students has published Students in the
Community. It's good to see NUS taking an interest. But otherwise, the Report is pretty
disappointing – NUS is still in denial over the real problem (un-balanced communities), it
misrepresents what residents want, and the Report is full of errors about Leeds.
* On the other hand, the MPs' network, the new All-Party Group, has been active in
Parliament. They have tabled an Early Day Motion, they have held a Ten Minute Rule
debate, and they have staged an Adjournment Debate. All of these have kept the issue of shared houses up the national agenda.

Deli Market is at 9.00-12.30 on the second Saturday of each month, 14 July, 11 August, 8
September, in the Rose Garden, North Lane (opposite the Community Centre). Organic
vegetables, fish, cheese, mushrooms, meat (farm reared and organic), honey, bread, freerange
eggs, cakes and baked goods. All these are local and sold by the producer. Also, guest
stalls.

people willing to get involved. Please come along to a team meeting, held every Wednesday at 7.30pm in Wrangthorn Church Hall, Hyde Park Terrace. There are many ways to get involved, including helping with fundraising, being a steward on the day (we need 50) and setting up the site (guaranteed to improve your
